Looking to expand my Mastodon feeds

Having a private Mastodon instance is great—I love it—but my federated timeline is quiet as hell.

I’ve heard of relays, but I’m not sure I understand them. Am I right in thinking I’d subscribe to all the instances in the relay? Is it worth just setting up my own instead?
